Our Vision and Background: A Brief Overview of Our Mission and History
The National Crisis Response Academy (NCRA) was founded with a singular mission: to transform how law enforcement and first responders engage with individuals experiencing mental and behavioral health crises. In an era where the intersection of mental health and public safety is under a national spotlight, we recognized the urgent need for training that not only meets the moment—but sets a new standard.
Born from firsthand experience and built on a foundation of real-world application, the Academy was created by law enforcement professionals who have lived the challenges of crisis response and sought better tools to protect lives—both civilian and officer alike. Our founder, Holden Vanderpool, brings a deep background in Law Enforcement and specialized in crisis intervention and de-escalation, having completed CIT programs, including the 40-hour Core CIT, and becoming a Certified Coordinator through CIT International. In addition to completing nationally recognized training, Holden has also developed comprehensive CIT programs used to instruct agencies across multiple jurisdictions.
The result of this work is a scalable, modernized training model that stands apart from traditional programs. NCRA’s curriculum is trauma-informed, developmentally tailored, and field-tested, combining nationally accepted models like the Memphis Model with expanded modules focused on youth, neurodiversity, emotional regulation, and real-time escalation prevention. Our scenario-based learning is not one-size-fits-all—it is customized to reflect the diverse realities agencies face in the field.
What sets us apart is our commitment to building more than just officer skills—we are driving a cultural shift in public safety. Our programs emphasize collaboration with behavioral health providers, support long-term community partnerships, and are backed by measurable outcomes in reduced use-of-force, increased diversion, and improved officer confidence.
